Mark Long: Promises of College Financial Aid Yield Benefits… But Maybe Not the Intended Impacts

Washington State’s College Bound Scholarship program offers a promise of financial aid to middle school students who pledge to do well and stay out of trouble in high school. In a series of recent papers, including one forthcoming in Education Evaluation and Policy Analysis, Mark Long and co-authors, including Evans MPA alum Jordan Rooklyn, find only limited evidence that the program shifts behavior or leads more students to college degrees.
