This report combines analyses from four previous EPAR briefs on the effects of climate change on maize, rice, wheat, sorghum, and millet production in Sub-Saharan Africa (SSA). In addition, this brief presents new analysis of the projected impact of climate changes in SSA. We include comparisons of the importance of each crop, of their vulnerability to climate change, and of the research and policy resources dedicated to each. Especially with respect to climatic susceptibility, these rankings provide a comparative summary based upon the analysis conducted in the four previous EPAR briefs, statistical analyses of historical yield and climate data, and future climate model predictions. According to the indicators analyzed, our research suggests that maize leads the cereal crops in terms of importance within SSA and in terms of research and policy attention. Our analysis of climate conditions and the crop’s physical requirements suggests that many maize-growing areas are likely to move outside the range of ideal temperature and precipitation conditions for maize production. Rice is the third most important crop in terms of consumption dependency, fourth in terms of production, but second only to maize in terms of research funding and FTEs. Sorghum and millet rank second and third in production importance and second and fifth in consumption importance, but rank below maize and rice in terms of FTE researchers. Their role is complicated by the fact that they are often considered inferior goods; SSA consumers often substitute away from sorghum and millet consumption if they are able to do so. Wheat is the least-produced crop of the five, and the second to last in terms of consumption importance. However, it still ranks above millet in terms of FTE researchers.
This report provides an overview of past, current, and projected future trends in agricultural productivity growth. It is difficult to measure productivity and while there are many robust empirical studies contributing to the productivity literature, there is no methodological consensus and each methodology used carries its own set of biases. This review looks at recent assessments of total factor productivity (TFP) and partial factor productivity (PFP) growth measures of land and labor productivity and crop and livestock yields, which offer multiple indicators with mixed evidence for global trends in agricultural productivity growth. We find that TFP and PFP measures of agricultural productivity lend different strengths to an analysis of trends over time. While TFP is theoretically a better measure of an economy’s overall efficiency, methodological debates yield a wide range of estimates. PFP measures are simpler to estimate, however since they fail to account for all inputs, partial measures are more limited in their ability to explain productivity changes over time.
This report provides a summary of Tanzania’s agriculture sector, crop production, agricultural productivity and yield levels, risks, and policies and reforms. This review uses resources found on the University of Washington Libraries system and Google Scholar, as well as the websites of the Government of Tanzania, FAO, and World Bank. We find that Tanzanian agriculture workers comprise 80% of the population and farm a wide variety of crops, ranging from staple crops such as maize, cassava, and rice, to export crops such as coffee, cotton, tobacco, tea, and sugar. Smallholder farmers face increasing risks from climate change, pests, diseases, and land degradation, among others. While they have some resources available, such as farmer groups and limited access to ICTs, they lack important resources such as credit and inputs. We find that Tanzania’s land tenure and agriculture policies may further complicate the lives of smallholders through increased taxes and administrative processes. Through the Agricultural Sector Development Programme (ASDP) reform, however, the Government of Tanzania hopes to empower farmers and improve service delivery.
This brief reviews the literature and empirical evidence on waste extraction and treatment in the developing world. The brief assesses the quantity and quality of research supporting key components of program theory related to the extraction of sludge from on-site sanitation facilities and pre-disposal transport. In general, we find few empirical studies that directly evaluate the assertions of the program theory. Most of the evidence in the literature that addresses the target components of program theory is based upon case studies or general observational and experiential assertions by sanitation experts. Where appropriate, we have identified evidence in the literature according to whether case studies or informal observations formed the basis of the conclusion.
The purpose of this literature review is to provide qualitative and quantitative examples of technologies, constraints and incentives for efficient waste treatment and reuse in Sub-Saharan Africa and Southeast Asia. We present relevant case studies and expert observations and experiences on the nutrient content in urine and feces, contaminants frequently found in untreated sludge and wastewater, waste treatment technologies that may be relevant for low-income countries, risks associated with waste reuse, benefits to resource recovery in agriculture. We further discuss reasons for waste treatment failures, including urbanization, observations on challenges with market-driven reuse in less developed countries, and examples of net-positive energy facilities in Europe and the United States. Much of the evidence presented in the literature relates to wastewater treatment processes or the sludge produced from wastewater treatment as opposed to untreated fecal sludge. However, examples of risks, failures, and opportunities for raw sludge treatment and reuse are discussed when available. In some cases, empirical evidence or case studies were not available for developing countries and alternatives are presented. Overall we found the empirical evidence on waste treatment and reuse in developing countries is quite thin.
This report presents data on selected agricultural commodities for the fourth quarter of 2010 (October through December), with summaries of the entire year where available. It provides a summary of recent changes and price trends, demand, supply, and market conditions for key agricultural commodities. We find that the fourth quarter of 2010 was characterized by higher global commodity prices. Food prices are coming out of a two-year period of relatively low price inflation due to the global recession, however increased global trade, some increased consumer demand, and higher energy and food production costs are likely to continue boosting prices as the world emerges from recession. Grains, oilseeds and coffee lead in the gains in commodity prices. Stocks generally remain low and severe weather including floods in Australia, drought in Russia, and bad weather in South America has contributed to several significant supply interruptions. Current futures prices suggest that commodity prices will continue to rise in the short-term.
The purpose of this literature review is to identify the linkages between increases in agricultural productivity and poverty reduction. The relevant literature includes economic theory and evidence from applied growth and multiplier models as well as micro-level studies evaluating the impact of specific productivity increases on local poverty outcomes. We find that cross-country and micro-level empirical studies provide general support for the theories of a positive relationship between growth in agricultural productivity and poverty alleviation, regardless of the measures of productivity and poverty that are used. The evidence also suggests multiple pathways through which increases in agricultural productivity can reduce poverty, including real income changes, employment generation, rural non-farm multiplier effects, and food prices effects. However, we find that barriers to technology adoption, initial asset endowments, and constraints to market access may all inhibit the ability of the poorest to participate in the gains from agricultural productivity growth.
This quarterly report (Quarter 3, 2008) provides charts of historical and future price information for key commodities including coffee, cotton, cocoa, and cashews. We review historical price data from a variety of sources including the International Coffee Organization, International Cocoa Organization, Cotton Outlook and the Food and Agricultural Organization. This update lists average monthly prices through October 2008 and, for commodities that are sold on a futures market, projected prices through October 2010. The report provides a concise review of selected market bulletins, explaining broad trends for past volatility and future pricing.
As our understanding of the impacts of hidden hunger on human nutrition grows, understanding the link between fertilizer use and human nutrition becomes increasingly important. This report presents an analysis of both grey and peer-reviewed literature on the effects of fertilizer use on nutritional quality of food, particularly the staples of maize, rice, wheat, cassava and legumes. We find that some nutrient deficiencies, such as zinc, can be effectively addressed through fertilizer use while others, such as iron deficiency, are more difficult to address. Promising breakthroughs with fortified and complete fertilizers present the opportunity to correct multiple deficiencies. Current fertilizer products exist that, when applied with the proper agronomic methods, can have a significant effect on nutrition in the developing world. However, it is important to recognize that there are many factors in the developing world that have the potential to inhibit the benefits of fertilizer for human nutrition. Two significant factors are poor farmers’ difficulty in procuring the correct product and the relative sophistication required to apply fertilizers at the correct amounts and time to achieve desired results. In addition, researchers have not focused on fertilizer and nutrition studies until recently, particularly micronutrient fertilizer studies, and few studies specifically study the impacts of fertilizer on human nutrition. More research needs to be done to understand the most effective combinations and techniques, and to understand whether these methods truly increase the amount of nutrients bioavailable to humans.
This brief reviews the literature on the links between agriculture and human nutrition in rural South Asia, exploring why South Asia has experienced enormous growth in agricultural productivity without subsequent reductions in hunger. An annotated review of relevant articles is included in addition to the analysis. The articles are presented by sub-topic, including sustained economic growth versus lack of progress in nutrition rates and hunger in South Asia, primary determinants of improved nutrition at the household level, agricultural productivity/reform and interventions in nutritional status.
