Abstract

This research considers how public good characteristics of different types of research and development (R&D) and the motivations of different providers of R&D funding affect the relative advantages of alternative funding sources. We summarize the public good characteristics of R&D for agriculture in general and for commodity and subsistence crops in particular, as well as R&D for health in general and for neglected diseases in particular, with a focus on Sub-Saharan Africa and South Asia. Finally, we present rationales for which funders are predicted to fund which R&D types based on these funder and R&D characteristics. We then compile available statistics on funding for agricultural and health R&D from private, public and philanthropic sources, and compare trends in funding from these sources against expectations. We find private agricultural R&D spending focuses on commodity crops (as expected). However contrary to expectations we find public and philanthropic spending also goes largely towards these same crops rather than staples not targeted by private funds. For health R&D private funders similarly concentrate on diseases with higher potential financial returns. However unlike in agricultural R&D, in health R&D we observe some specialization across funders – especially for neglected diseases R&D - consistent with funders’ expected relative advantages.

Abstract

Relative to chronic hunger, seasonal hunger in rural and urban areas of Africa is poorly understood. No estimates are compiled, and limited evidence exists on prevalence, causes, and impacts. This paper contributes to the body of evidence by examining the extent and potential drivers of seasonal hunger using panel data from the Malawi Integrated Household Panel Survey (IHPS). Farmers are commonly thought to use various strategies to smooth consumption, including planting “off-season” crops, investing in post-harvest storage technologies, or generally diversifying farm portfolios including livestock products and/or wild crops. Similarly, when markets are available, farmers may diversify through off-farm income sources in order to purchase food in lean seasons. We investigate whether seasonal hunger – distinct from chronic hunger – exists in Malawi, drawing on two waves of panel data from the LSMS-ISA series. We examine the extent of seasonal hunger, factors associated with variation in seasonal hunger, and how recurring and longer-term seasonal hunger might be associated with various household welfare measures. We find that both urban and rural households report experiencing seasonal hunger in the pre-harvest months, with descriptive evidence suggesting male gender, age, and education of household head, livestock ownership, and storage of crops are associated with lower levels of seasonal hunger. In addition, we find that Malawian households with seasonal hunger harvest crops earlier than average – a short-term coping mechanism that can reduce the crop’s yield and nutritional value, possibly perpetuating hunger.

Abstract

The literature on poverty’s causes and cures in developing countries posits a variety of contributing factors. Most researchers acknowledge that a sustained exit from poverty is complex and no single causal pathway from poverty to non-poverty exists. In this review, we present a summary framework for categorizing the various theorized pathways out of poverty, and evaluate the empirical evidence for which interventions and resulting outcomes are most frequently and most strongly associated with poverty alleviation. We conducted a literature review on pathways out of poverty for low-income households in developing countries and identified and categorized general strategies and outcomes demonstrated to be empirically associated with poverty alleviation. We organized the general strategies into four asset groups that could be targeted to alleviate poverty: human, natural, built / financial, and social / political. Much of the literature presents positive results on poverty alleviation, but it is difficult to compare across studies because many of the studies were conducted in different countries and at different scales, and use a variety of outcome measures.

Abstract

The review consists of a summary of the emergence of agribusiness clusters, SEZs and incubators since 1965 (with a focus on smallholder agriculture-based economies in Latin America, Africa, and Asia), followed by a series of brief case studies of example programs with particular relevance for guiding proposed clusters/incubators in the countries of Ethiopia, Tanzania, Nigeria and the Eastern Indian states of Uttar Pradesh, Bihar, and Odisha. Summary conclusions draw upon published reports and primary analysis of case studies to highlight apparent determinants of success and failure in agribusiness investment clusters and incubators, including characteristics of the business environment (markets, policies) and characteristics of the organizational structure (clusters, accelerators) associated with positive smallholder outcomes.

Abstract

This report reviews the current body of peer-reviewed scholarship exploring the impacts of morbidity on economic growth. This overview seeks to provide a concise introduction to the major theories and empirical evidence linking morbidity – and the myriad different measures of morbidity – to economic growth, which is defined primarily in terms of gross domestic product (GDP) and related metrics (wages, productivity, etc.). Through a systematic review of published manuscripts in the fields of health economics and economic development we further identify the most commonly-used pathways linking morbidity to economic growth. We also highlight the apparent gaps in the empirical literature (i.e., theorized pathways from morbidity to growth that remain relatively untested in the published empirical literature to date).

Abstract

Agriculture and Climate Change: Part I

With estimated global emissions of 5,969-6,615 metric tons (Mt) of carbon dioxide (CO2) per year, agriculture accounts for about 13.5% of total global anthropogenic emissions of greenhouse gases (GHG). Deforestation contributes about 11.8% of total GHG emissions, releasing about 5,800 Mt CO2 per year. Developing countries are largely responsible for emissions from agriculture and deforestation, with the developing countries of South Asia and East Asia accounting for 17% and 25% of global agricultural emissions respectively. Sub-Saharan Africa (SSA) accounts for about 13% of global emissions from agriculture and 15% of emissions from land use change and forestry. This report examines the biophysical and economic potential of mitigating agriculture and land use GHG emissions, and provides a summary on the current and projected impact of global carbon market mechanisms on emission reductions. 

Agriculture and Climate Change: Part II

This report covers two topics related to agriculture and climate change in developing countries. The first section discusses the role of agricultural offsets in mitigating greenhouse gas emissions. Recent negotiations around a post-Kyoto Protocol agreement have included debate about whether agricultural carbon sequestration projects should be eligible under the Clean Development Mechanism (CDM). We examine the reasons for supporting or opposing this type of CDM reform and how these reasons relate to impacts on development goals and smallholder farmers, scientific uncertainty about carbon sequestration, and philosophical disagreement about the use of emission offsets. The second section covers proposed agricultural adaptation activities in Africa and other developing countries. While the majority of developing countries have outlined immediate adaptation needs in National Adaptation Programs of Action (NAPAs), few have made progress in implementing adaptation activities. We find that issues related to financial resources, scientific and technical information, and capacity building continue to challenge developing countries in preparing for the impacts of climate change.

Abstract

In Mozambique, the legacies of colonial rule, socialism and civil war continue to constrain economic growth and agricultural production. Eighty percent of Mozambique’s labor force derives its livelihood from agriculture, but the nation remains a net food importer. The majority of all farmland is cultivated by smallholders whose fertilizer usage and crop yields are among the lowest in Africa. While Mozambique has experienced reasonable economic growth since the end of its civil war in 1992, it remains poor by almost any measure. In this literature review, we examine the state of agriculture in Mozambique, the country’s political history and post-war recovery, and the current fertilizer market. We find evidence that smallholder access to fertilizer in Mozambique is limited by lack of information, affordability, access to credit, a poor business environment, and limited infrastructure. The data demonstrate that increased investment in infrastructure is an important step to improve input and output market access for smallholders. The main government intervention currently impacting smallholder fertilizer use is the Agricultural Sector Public Expenditure Program (PROAGRI) initiative, however, more data is necessary to assess the impact of its policies and programs.

Abstract

Farmers in Sub-Saharan Africa (SSA) use less fertilizer than farmers in any other region in the world.  Low fertilizer use is one factor explaining the lag in agricultural productivity growth in Africa.  A variety of market interventions to increase fertilizer use have been attempted over the years, with limited success. In the past several decades, Malawi has tried to alter that trend through a variety of innovative programs aimed at achieving national food security through targeted input subsidy programs. The best known of these programs is Malawi’s Starter Pack Programme. The Starter Pack Programme was amended twice into the Targeted Inputs Programme (TIP) and Expanded Targeted Inputs Programme (ETIP), and eventually replaced with the Agricultural Input Subsidy Programme (AISP). The efficiency and equity of the Starter Pack Programme and its successors have been the subject of debate. This report reviews the history, implementation, and perceived effectiveness of the various input subsidy schemes in the context of Malawi’s political economy. We find that AISP is credited with significantly increasing maize yields in Malawi. However, we also find that there are serious challenges facing the most recent input subsidy program, ranging from the rising cost of the subsidy to ongoing implementation struggles related to increased bureaucracy and corruption.
