Abstract

This presentation summarizes the biotic (insects, viruses, fungi, bacteria, weeds, and post-harvest pests) and abiotic (drought and soil nutrients) stresses that may be addressed or countered in order to improve crop yield in Sub-Saharan Africa and South Asia. Data is sourced from FAOSTAT, GAEZ, a series of academic papers by Waddington & Dixon, and IMPACT model estimates. Slides compare area harvested, yield, and yield gap percentage with total calories per year, the 2005 value of production, and projected growth between 2005-2030.

Abstract

This report combines analyses from four previous EPAR briefs on the effects of climate change on maize, rice, wheat, sorghum, and millet production in Sub-Saharan Africa (SSA). In addition, this brief presents new analysis of the projected impact of climate changes in SSA. We include comparisons of the importance of each crop, of their vulnerability to climate change, and of the research and policy resources dedicated to each. Especially with respect to climatic susceptibility, these rankings provide a comparative summary based upon the analysis conducted in the four previous EPAR briefs, statistical analyses of historical yield and climate data, and future climate model predictions. According to the indicators analyzed, our research suggests that maize leads the cereal crops in terms of importance within SSA and in terms of research and policy attention. Our analysis of climate conditions and the crop’s physical requirements suggests that many maize-growing areas are likely to move outside the range of ideal temperature and precipitation conditions for maize production. Rice is the third most important crop in terms of consumption dependency, fourth in terms of production, but second only to maize in terms of research funding and FTEs. Sorghum and millet rank second and third in production importance and second and fifth in consumption importance, but rank below maize and rice in terms of FTE researchers. Their role is complicated by the fact that they are often considered inferior goods; SSA consumers often substitute away from sorghum and millet consumption if they are able to do so. Wheat is the least-produced crop of the five, and the second to last in terms of consumption importance. However, it still ranks above millet in terms of FTE researchers.

Abstract

The purpose of this literature review is to provide qualitative and quantitative examples of technologies, constraints and incentives for efficient waste treatment and reuse in Sub-Saharan Africa and Southeast Asia.  We present relevant case studies and expert observations and experiences on the nutrient content in urine and feces, contaminants frequently found in untreated sludge and wastewater, waste treatment technologies that may be relevant for low-income countries, risks associated with waste reuse, benefits to resource recovery in agriculture. We further discuss reasons for waste treatment failures, including urbanization, observations on challenges with market-driven reuse in less developed countries, and examples of net-positive energy facilities in Europe and the United States. Much of the evidence presented in the literature relates to wastewater treatment processes or the sludge produced from wastewater treatment as opposed to untreated fecal sludge.  However, examples of risks, failures, and opportunities for raw sludge treatment and reuse are discussed when available.  In some cases, empirical evidence or case studies were not available for developing countries and alternatives are presented.  Overall we found the empirical evidence on waste treatment and reuse in developing countries is quite thin.

Abstract

Smallholder farmers in Africa are largely located in poor rural areas, are often geographically dispersed, and have limited access to road and communication infrastructure, thus raising the cost of market participation. This is especially true for farmers growing relatively low value staple crops. This literature review summarizes research on the challenges and innovations in linking smallholder producers of staple grains to markets in Sub-Saharan Africa, with a focus on post-harvest issues including storage, aggregation, and transportation. For each post-harvest stage, we describe challenges faced by farmers and current efforts to address these challenges. In our review, we find a large amount of literature on the constraints to smallholder production and marketing but relatively few examples of innovative or novel technologies designed to improve storage and transportation for rural smallholder producers in Africa. Existing technologies have often been available for some time but have not seen widespread adoption, apparently due to high costs or inadequate funding for on-farm testing and extension. We conclude that the literature is somewhat divided as to whether interventions linking smallholder farmers to markets should be entirely market-driven and focus on linkages that can be profitable without subsidization, or whether NGO- and donor-driven interventions should play a role.

Abstract

As a source of employment for over 20 million Sub-Saharan African (SSA) farmers and the fastest-growing food source in Africa, rice plays a vital role in African economies and daily life. Women play a substantial role in SSA rice production and rely heavily on the income it generates. Not recognizing this role has often resulted in development and research projects failing to address women’s well-being and also failing to achieve project and development goals. Female farmers in SSA have been less likely than male farmers to adopt productivity-enhancing rice technologies such as improved seeds, fertilizer, pesticides, or small machinery, even when those technologies are designed specifically to help women. A more complete understanding of the dynamics and diversity of gender roles in rice farming is necessary to improve the likelihood of successful interventions. This brief provides an overview of the role of women in rice production, and provides a framework for analyzing technology’s impact on women throughout the cropping cycle. We find that labor constraints, low education levels, cultural inappropriateness, and asymmetric access to resources all contribute to low adoption of rice technology by women. In order to fully realize the poverty reduction benefits of increased rice production in SSA, evidence suggests that research and extension programs must consider how interventions will affect women along every stage of the production chain. The effect on women and their households will vary depending on region, culture, ethnicity, socio-economic status, and role in cultivating rice.

Abstract

This report present a thorough review of relevant literature regarding labor constraints currently being faced in Sub-Saharan Africa (SSA).  The review focuses on the impacts of labor supply issues, particularly as they relate to the use of new technology and management techniques, off farm labor migration, and the impacts of HIV/AIDS. The review is provides a basic breakdown of the different kinds of agricultural labor in SSA, before presenting the evidence on the causes and impact of agricultural labor constraints. Though labor constraints can be relevant on both the demand and supply side, especially for certain groups such as women and youth, our review follows the literature by focusing on the supply side issues. The literature reviewed was written between 1990 and 2008, and includes a combination of reports from government organizations and highly cited journal articles.

Abstract

Special Economic Zones (SEZs) are generally defined as geographically delimited areas administered by a single body, offering certain incentives (duty-free importing and streamlined customs procedures, for instance) to businesses that physically locate within the zone. This literature review provides a baseline analysis of SEZs and their potential impacts on smallholder farmers in SSA. Criticism on SEZs is distinctly divided between those who criticize on social or environmental grounds versus those who question the economic impact of SEZs. SEZs are often criticized based on perceived negative socio-economic impacts—particularly their negative impact on women, labor, and working conditions. This review includes several country-specific studies that find evidence that SEZs actually have higher environmental standards and higher worker satisfaction than outside the SEZ. Most responses to criticisms do note, however, that the case studies’ results are not necessarily generalizable to SEZs throughout the world. The literature review includes key elements of successes and failures pulled from the case studies of SEZs in SSA. Though the evidence is insufficient to conclusively determine if smallholder farmers receive direct benefits from SEZs and their associated agroindustrial contracts, this review finds that resources provided to farmers (credit at rates lower than bank rates, technical or managerial assistance, pesticides, seeds, and fertilizer on credit) tend to be concentrated among larger farmers. The report concludes with a note on donor involvement as well as recommendations for further research.

Abstract

As our understanding of the impacts of hidden hunger on human nutrition grows, understanding the link between fertilizer use and human nutrition becomes increasingly important. This report presents an analysis of both grey and peer-reviewed literature on the effects of fertilizer use on nutritional quality of food, particularly the staples of maize, rice, wheat, cassava and legumes. We find that some nutrient deficiencies, such as zinc, can be effectively addressed through fertilizer use while others, such as iron deficiency, are more difficult to address.  Promising breakthroughs with fortified and complete fertilizers present the opportunity to correct multiple deficiencies. Current fertilizer products exist that, when applied with the proper agronomic methods, can have a significant effect on nutrition in the developing world.  However, it is important to recognize that there are many factors in the developing world that have the potential to inhibit the benefits of fertilizer for human nutrition.  Two significant factors are poor farmers’ difficulty in procuring the correct product and the relative sophistication required to apply fertilizers at the correct amounts and time to achieve desired results.  In addition, researchers have not focused on fertilizer and nutrition studies until recently, particularly micronutrient fertilizer studies, and few studies specifically study the impacts of fertilizer on human nutrition.  More research needs to be done to understand the most effective combinations and techniques, and to understand whether these methods truly increase the amount of nutrients bioavailable to humans.
