Abstract

A large and growing body of scholarship now suggests that many household outcomes, including children’s education and nutrition, are associated with a wife’s bargaining power and control over household decision-making. In turn, bargaining power in a household is theorized to be driven by a wife’s financial and human capital assets – in particular the degree to which these assets contribute to household productivity and/or to the wife’s exit options. This paper draws on the detailed Farmer First dataset in Tanzania and Mali to examine husband and wife reports of a wife’s share of decision-making authority in polygynous households, where multiple wives jointly contribute to household productivity, and where exit options for any single wife may be less credible. We find that both husbands and wives assign less authority to the wife in polygynous households relative to monogamous households. We also find that a wife’s assets are not as strongly associated with decision-making authority in polygynous versus monogamous contexts.  Finally, we find that responses to questions on spousal authority vary significantly by spouse in both polygynous and monogamous households, suggesting interventions based on the response of a single spouse may incorrectly inform policies and programs.

Abstract

An ongoing stream of EPAR research considers how public good characteristics of different types of research and development (R&D) and the motivations of different providers of R&D funding affect the relative advantages of alternative funding sources. For this project, we seek to summarize the key public good characteristics of R&D investment for agriculture in general and for different subsets of crops, and hypothesize how these characteristics might be expected to affect public, private, or philanthropic funders’ investment decisions.

Data on public expenditures on agriculture are not systematically collected in any one database. Rather, a variety of sources collect and publish data on certain aspects of agricultural public expenditures. These sources vary in their data collection methods, their frequency of data collection, and the specific expenditures they report on. We collected data on agricultural public expenditures and conducted preliminary analyses for four countries: India (with a focus on Bihar, Odisha, and Uttar Pradesh), Ethiopia, Nigeria, and Tanzania. The data are disaggregated in a variety of ways depending on the source, but we include disaggregated data where available comparing planned or budgeted vs. actual spending, government vs. donor spending, soending by activity or funding area, and spending by commodity or value chain activity. Our goals are to facilitate further analysis of trends in agricultural public expenditures across countries and over time, and to highlight gaps and differences in data sources.

Abstract

We use OLS and logistic regression to investigate variation in husband and wife perspectives on the division of authority over agriculture-related decisions within households in rural Tanzania. Using original data from husbands and wives (interviewed separately) in 1,851 Tanzanian households, the analysis examines differences in the wife’s authority over 13 household and farming decisions. The study finds that the level of decision-making authority allocated to wives by their husbands, and the authority allocated by wives to themselves, both vary significantly across households. In addition to commonly considered assets such as women’s age and education, in rural agricultural households women’s health and labour activities also appear to matter for perceptions of authority. We also find husbands and wives interviewed separately frequently disagree with each other over who holds authority over key farming, family, and livelihood decisions. Further, the results of OLS and logistic regression suggest that even after controlling for various individual, household, and regional characteristics, husband and wife claims to decision-making authority continue to vary systematically by decision – suggesting decision characteristics themselves also matter. The absence of spousal agreement over the allocation of authority (i.e., a lack of “intrahousehold accord”) over different farm and household decisions is problematic for interventions seeking to use survey data to develop and inform strategies for reducing gender inequalities or empowering women in rural agricultural households. Findings provide policy and program insights into when studies interviewing only a single spouse or considering only a single decision may inaccurately characterize intra-household decision-making dynamics.

Abstract

This brief explores agricultural data for Tanzania from the LSMS-ISA and Farmer First household surveys. We first present the differences in the LSMS and Farmer First survey design and in basic descriptives from the two data sources. We then present the results of our initial LSMS data analysis using the 2008/2009 wave of the Tanzania National Panel Survey (TZNPS), focusing on the agricultural data, before presenting our analysis of farmer aspirations and of gender differences using  the Farmer First data.

Abstract

This report combines analyses from four previous EPAR briefs on the effects of climate change on maize, rice, wheat, sorghum, and millet production in Sub-Saharan Africa (SSA). In addition, this brief presents new analysis of the projected impact of climate changes in SSA. We include comparisons of the importance of each crop, of their vulnerability to climate change, and of the research and policy resources dedicated to each. Especially with respect to climatic susceptibility, these rankings provide a comparative summary based upon the analysis conducted in the four previous EPAR briefs, statistical analyses of historical yield and climate data, and future climate model predictions. According to the indicators analyzed, our research suggests that maize leads the cereal crops in terms of importance within SSA and in terms of research and policy attention. Our analysis of climate conditions and the crop’s physical requirements suggests that many maize-growing areas are likely to move outside the range of ideal temperature and precipitation conditions for maize production. Rice is the third most important crop in terms of consumption dependency, fourth in terms of production, but second only to maize in terms of research funding and FTEs. Sorghum and millet rank second and third in production importance and second and fifth in consumption importance, but rank below maize and rice in terms of FTE researchers. Their role is complicated by the fact that they are often considered inferior goods; SSA consumers often substitute away from sorghum and millet consumption if they are able to do so. Wheat is the least-produced crop of the five, and the second to last in terms of consumption importance. However, it still ranks above millet in terms of FTE researchers.

Abstract

EPAR’s Political Economy of Fertilizer Policy series provides a history of government intervention in the fertilizer markets of eight Sub-Saharan African countries: Côte d’Ivoire, Ghana, Kenya, Malawi, Mozambique, Nigeria, Senegal, and Tanzania. The briefs focus on details of present and past voucher programs, input subsidies, tariffs in the fertilizer sector, and the political context of these policies. The briefs illustrate these policies’ effect on key domestic crops and focus on the strengths and weaknesses of current market structure. Fertilizer policy in SSA has been extremely dynamic over the last fifty years, swinging from enormous levels of intervention in the 1960s and 70s to liberalization of markets of the 1980s and 1990s. More recently, intervention has become more moderate, focusing on “market smart” subsidies and support. This executive summary highlights key findings and common themes from the series.

Abstract

In Tanzania, agriculture represents approximately 50 percent of GDP, 80 percent of rural employment, and over 50 percent of the foreign exchange earnings. Yet poor soil fertility and resulting low productivity contribute to low economic growth and widespread poverty. Chemical fertilizer has the potential to contribute to crop yield increases. Yet high prices and weaknesses in the fertilizer market keep fertilizer use low. This literature review examines the history of government interventions that have intended to increase access to fertilizers, and reviews current policies, market structure, and challenges that contribute to the present conditions. We find that despite numerous strategies over the last fifty years, from heavy government involvement to liberalization, major weaknesses in Tanzania’s fertilizer market prevent efficient use of fertilizer. High transportation costs, low knowledge level of farmers and agrodealers, unavailability of improved seed, and limited access to credit all contribute to the market’s problems. The government’s current framework, the Tanzania Agriculture Input Partnership (TAIP), acknowledges this interconnectedness by targeting multiple components of the market. This model could help Tanzania tailor solutions relevant to specific road, soil, and market conditions of different areas of the country, contributing to enhanced food security and economic growth.

Abstract

The Government of Kenya (GoK) has historically encouraged its farmers to use fertilizer by financing infrastructure and supporting fertilizer markets.  From 1974 to 1984, the GoK provided a fertilizer importation monopoly to one firm, the Kenya Farmers Association.  However, the GoK saw that this monopoly impeded fertilizer market development by prohibiting competing firms from entering the market and, in the latter half of the 1980s, encouraged other firms to enter the highly regulated fertilizer market. This report examines the state of fertilizer use in Kenya by reviewing and summarizing literature on recent fertilizer price increases, Kenya’s fertilizer usage trends and approaches, market forces, and the impact of government and non-government programs. We find that most studies of Kenya’s fertilizer market find it to be well functioning and generally competitive, and conclude that market reform has stimulated fertilizer use mainly by improving farmers’ access to the input through the expansion of private retail networks. Overall fertilizer consumption in Kenya has increased steadily since 1980, and fertilizer use among smallholders is among the highest in Sub-Saharan Africa. Yet fertilizer consumption is still limited, especially on cereal crops, and in areas where agroecological conditions create greater risks and lower returns to fertilizer use.

Abstract

This report provides a general overview of trends in public and private agricultural research and development (R&D) funding and expenditures in Sub-Saharan Africa (SSA). The request is divided into two sections, covering public funding and private funding. Within each section, relevant data is presented on historical funding patterns, the types of research conducted, and which countries within SSA are financing R&D at the highest level. We find that the majority of growth in African public agricultural research funding took place in the 1960s, when real public spending on agricultural research increased 6% a year. From 1971 to 2000 annual growth averaged 1.4% a year. Public financing of agricultural R&D experienced a moderate shift in the 1990s from bilateral and multilateral donor funding to domestic government financing. The shift varied by country, but donor funding dropped for all SSA countries an average of 10%. Private research and development funding is heavily concentrated in developed countries with the United States and Japan the two biggest spenders. Within SSA, private R&D expenditures comprise 2% of all R&D spending. The main private actors in SSA are companies based in South Africa and Nigeria.
