Abstract

In this report, we analyze the evidence that improved and expanded access to financial services can be a pathway out of poverty in Bangladesh and Tanzania. A brief background review of finance and poverty reduction evidence at the country, household, and individual level emphasizes the importance of a functioning financial system and the need to remove individual and household barriers to capital accumulation. We follow with an in-depth literature review on studies that link poverty reduction in Bangladesh or Tanzania with one or more of five financial intervention categories: remittances; government subsidies; conditional and unconditional cash transfers; credit; and combination programs. The resulting empirical evidence from these sources reveal a high share (61%) of positive reported associations between a financial intervention and outcome measure related to our five chosen financial interventions. The remaining studies found insignificant or mixed associations, but very few (3 out of 56) indicate that access to a financial mechanism was associated with worsened poverty. The heterogeneity of study types and interventions makes it difficult to draw conclusions about the efficacy of one intervention over another, and more research is needed on whether such approaches constitute a durable, long-term exit from poverty.

Abstract

Common aid allocation formulas incorporate measures of income per capita but not measures of poverty, likely based on the assumption that rising average incomes are associated with reduced poverty. If declining poverty is the outcome of interest, however, the case of Nigeria illustrates that such aid allocation formulas could lead to poorly targeted or inefficient aid disbursements. Using data from the World Bank and the Nigerian National Bureau of Statistics, we find that while the relationship between economic growth and poverty in Nigeria varies depending on the time period studied, overall from 1992-2009 Nigeria’s poverty rate has only declined by 6% despite a 70% increase in per capita gross domestic product (GDP). A review of the literature indicates that income inequality, the prominence of the oil sector, unemployment, corruption, and poor education and health in Nigeria may help to explain the pattern of high ongoing poverty rates in the country even in the presence of economic growth. Our analysis is limited by substantial gaps in the availability of quality data on measures of poverty and economic growth in Nigeria, an issue also raised in the literature we reviewed, but our findings support arguments that economic growth should not be assumed to lead to poverty reduction and that the relationship between these outcomes likely depends on contextual factors.

Abstract

Household survey data are a key source of information for policy-makers at all levels. In developing countries, household data are commonly used to target interventions and evaluate progress towards development goals. The World Bank’s Living Standards Measurement Study - Integrated Surveys on Agriculture (LSMS-ISA) are a particularly rich source of nationally-representative panel data for six Sub-Saharan African countries: Ethiopia, Malawi, Niger, Nigeria, Tanzania, and Uganda. To help understand how these data are used, EPAR reviewed the existing literature referencing the LSMS-ISA and identified 415 publications, working papers, reports, and presentations with primary research based on LSMS-ISA data. We find that use of the LSMS-ISA has been increasing each year since the first survey waves were made available in 2009, with several universities, multilateral organizations, government offices, and research groups across the globe using the data to answer questions on agricultural productivity, farm management, poverty and welfare, nutrition, and several other topics.

Abstract

This brief reviews the various definitions of global public goods (GPGs) and regional public goods (RPGs) found in the literature and provides examples of each in six frequently discussed sectors: environment, health, knowledge, security, governance, and infrastructure. We identify multiple alternative definitions that have gained some traction in the literature, but GPGs are generally agreed to exhibit publicness in consumption, distribution of benefits, and decision-making. Because policy choices determine what is and what is not a GPG, there cannot be a fixed list of such goods; some always have the property of global publicness, while others have over time changed from being local or national to being global in terms of benefits and costs. GPGs are thus redefined as goods that are in the global public domain. GPG and RPG financing mechanisms include payments by users and beneficiaries, taxes, fees, and levies, private funding by non-profit corporations, profit-making firms, and philanthropic individuals and organizations, national and international public resources, and partnerships between several sources of financing. We conclude with an analysis of trends in GPG and RPG financing through Official Development Assistance (ODA) using time series data from the OECD’s Creditor Reporting System and other sources. We find that 14% of ODA in 2014 was allocated to sub-sectors labelled by Reiner et al. as GPGs, while 15% of ODA was allocated to RPGs, and that GPG and RPG spending has steadily increased from 2002-2014.

Abstract

The literature on poverty’s causes and cures in developing countries posits a variety of contributing factors. Most researchers acknowledge that a sustained exit from poverty is complex and no single causal pathway from poverty to non-poverty exists. In this review, we present a summary framework for categorizing the various theorized pathways out of poverty, and evaluate the empirical evidence for which interventions and resulting outcomes are most frequently and most strongly associated with poverty alleviation. We conducted a literature review on pathways out of poverty for low-income households in developing countries and identified and categorized general strategies and outcomes demonstrated to be empirically associated with poverty alleviation. We organized the general strategies into four asset groups that could be targeted to alleviate poverty: human, natural, built / financial, and social / political. Much of the literature presents positive results on poverty alleviation, but it is difficult to compare across studies because many of the studies were conducted in different countries and at different scales, and use a variety of outcome measures.

Abstract

This poster presentation summarizes research on changes in crop planting decisions on the extensive and intensive margin in Tanzania, with regards to changes in agricultural land that a farmer has available and area planted in the context of smallholders and farming systems. We use household survey data from the Tanzania National Panel Survey (TNPS), part of the World Bank’s Living Standards Measurement Study–Integrated Surveys on Agriculture (LSMS – ISA) to test how much the agricultural land available to households changes, how much farmers change the proportion of land decidated to growing priority crops, and how crop area changes vary with changes in landholding. We find that almost half of households had a change of agricultural land area of at least half a hectare from 2008-2010. Smallholder farmers on average decreased the amount of available land between 2008 and 2010, while non-smallholder farmers increased agricultural land area during that time period, but that smallholder households planted a greater proportion of their agricultural land than nonsmallholders. Eighty percent of households changed crop proportions from 2008 to 2010, yet aggregate level indicators mask household level changes.

Abstract

This paper is the third in EPAR’s series on Higher Education in Africa. Our research tasks in this phase build on Phase I, in which we sought to identify measurable rates of return on tertiary agricultural education in Africa and describe the current state of African higher agricultural education (HAE), and Phase II, in which we identified countries’ experiences with national higher education capacity building through partnership building, cross-border opportunities such as ‘twinning,’ and various retention and diaspora engagement strategies. In this phase we discuss successful regional education models, particularly in Sub-Saharan Africa. We have organized our findings and analysis into three sections.The first section organizes the literature under categories of regional higher education models or ‘hubs’ and discusses measurement of the regional impact of higher education. The second section provides bibliometric data identifying academically productive countries and universities in Sub-Saharan Africa.The final section provides a list of regional higher education models identified in the literature and through a web-based review of existing higher education networks and hubs. We also include a list of challenges and responses to regional coordination.

Abstract

Consumer attitudes are a key component in private sector market segmentation. Knowledge about consumers’ tastes can lead to better product design and more effective communication with target markets. Similarly, evidence suggests that farmers’ attitudes influence whether they adopt productivity-increasing technologies. Using consumer insights from the private sector, agricultural intervention programs can use market research, product development, and communication strategies to better understand farmers as consumers and best target interventions. This brief provides an overview of how farmers' attitudes affect their willingness to adopt new technology, and how knowledge of farmer attitudes can improve program design and implementation.

Abstract

Our initial agriculture capacity building search revealed best practices including institutional partnership building, cross-border opportunities such as ‘twinning,’ and views that these practices are most effective when accompanied by appropriate policies and regulatory frameworks to incentivize return on education to home countries. In addition, the literature explained the historical and political context  in which some countries successfully built higher educational capacity, suggesting a set of socio-political conditions necessary for a ‘surge’ in capacity building to occur.  Our results raised questions about challenges shaping these best practices (e.g. “brain drain” leading to the need for cross-border opportunities) as well as possible approaches to address these underlying issues. To further examine identified challenges from our initial findings, we re-oriented our search to investigate retention strategies, regional or intra-national network capacity building approaches, and whether there is in fact a need for higher education capacity in all countries through comparative advantage or otherwise. This report presents a review of the literature on the best and worst practices for national agricultural capacity building when investing in a country's higher education system or when investing directly in national or relevant global research capacity. We find that several countries have successfully employed a variety of retention, return, and diaspora strategies to build capacity by capitalizing on the feedback loops of international mobility.  In addition, several countries in Africa have employed strategies to address the rural-to-urban “brain drain” by prioritizing education of students with post-secondary rural agricultural work experience and strong ties to rural communities in order to return the benefit of this education to local communities. The report discusses these and other strategies as well as analysis related to the ‘whole system effect’ of higher education and subsequent ‘need’ for Higher Agricultural Education (HAE) capacity in all countries.

Abstract

This literature review examines the returns to tertiary agricultural sciences education, particularly in Sub-Saharan Africa (SSA). We include information from organizations’ program documents and gray literature, including the World Bank, UNESCO, ILO, IFPRI, ASTI, various Ministries of Education, country-specific NARS, and ADBG. We find no calculated rate of return (RoR) to tertiary agricultural science, including in SSA. We do find estimates for the return on tertiary education in general, ranging from 12-30% in SSA, along with qualitative support for the value of agricultural science education.  The private value of this education can be somewhat inferred from the unmet demand of African students for agricultural science training in North America, Europe, and Australia, and the private and social value from the demand for educated researchers in NARS and SSAQ labor markets. Educated agricultural scientists are hypothesized to affect agricultural productivity via research and development and their influence on policy. Despite the dearth of quantitative ROR evidence, we do find several articles describing the need for increased higher agricultural education and proposing recommendations toward this aim. In this report, we summarize these qualitative results as evidence of the value of tertiary education.
