Evaluating Phố Đẹp

Friends of Little Sài Gòn

The Evans Policy Innovation Collaborative (EPIC) is partnering with Friends of Little Sài Gòn (FLS) and the Seattle Policy Department to build a foundation for a comprehensive evaluation of Phố Đẹp, a community-led initiative by FLS and the City of Seattle to address safety and livability concerns in the Little Sài Gòn neighborhood. This collaborative research partnership is designed to support early implementation by:

  • co-developing a five-year research and evaluation design

  • identifying key research questions and variables of interest

  • establishing systems for ongoing data collection on both the process and impacts of the initiative

From November 2025 to September 2026, EPIC is partnering with Friends of Little Saigon and the Seattle Police Department to:

  • create an accessible report, including the detailed research plan and analysis of preliminary data collected through engagement with key stakeholders
  • design train-the-trainer sessions with community facilitators, who will collect qualitative data over the course of the project
  • establish adaptable data collection instruments, including a community survey that can be used to evaluate progress throughout the project.
