Evaluation of King County’s Jobs & Housing Program

King County Office of Performance, Strategy, and Budget

The Evans Policy Innovation Collaborative (EPIC) worked with King County Office of Performance, Strategy, and Budget to design a multi-phase developmental evaluation of King County’s Jobs & Housing Program. EPIC documented program design and early implementation, capturing the experiences of program participants, staff, and partner organizations, and facilitating human-centered design sessions to identify opportunities for continuous improvement. In addition, EPIC supported implementation and outcomes evaluation to assess the program’s effectiveness in advancing stable employment and permanent housing, with a focus on equity, learning, and long-term program sustainability.

From September 2022 to December 2023, EPIC:

  • Worked with King County Jobs & Housing Program staff to develop a detailed developmental evaluation and research plan
  • Documented program development, workforce and housing service practices, and early implementation processes

  • Conducted in-depth qualitative interviews with program participants, frontline staff, partners, and contractors

  • Analyzed available administrative and descriptive data to understand participant characteristics, program participation, and early outcomes

  • Facilitated human-centered design and convening sessions with staff, partners, and participants to reflect on program strengths and challenges

  • Co-developed and tested operational improvements and implementation prototypes through rapid-cycle learning

  • Produced memos and documentation summarizing findings, lessons learned, and recommendations for program refinement

  • Coordinated closely with research partners to align qualitative and quantitative evaluation efforts

  • Supported the design and execution of implementation and outcomes evaluations assessing system-level and participant-level impacts

  • Assessed program effectiveness related to employment, housing stability, equity, and long-term sustainability
