Evans Spotlight: Sisters Maddie Immel, MPA ‘22, & Audrey Immel

Maddie Immel, MPA ’22, and her younger sister Audrey, a Double Dawg with an undergraduate degree in Public Health-Global Health and now a first-year MPA student, recently sat down with us to discuss what brought them to Evans. Together, they reflected on the values they share and how their unique paths have influenced one another. 

What inspired each of you to choose the Evans School, and how did you decide it was the right place for your graduate education? 

Maddie: Seattle is the place that I wanted to be long-term, so I only actually applied to Evans. Audrey and I are from Redmond, and it’s important to us to be around family- I knew that going to a graduate program in the place I wanted to settle long term was going to be the best option professionally and personally. Evans has a wide Alumni network, and I wanted to make new friends!  I moved back to Seattle and started Evans in 2020 during the pandemic, and I feel like it was the reason I found a job that I’m passionate about and a community of friends who share similar values. 

Audrey: Maddie was a huge influence on my decision to come to Evans. I was torn between staying on the East Coast for a health policy-focused program or coming back to Seattle to be near family and start building my community here. I remember Maddie took me to meet Scott Allard, who shares similar policy interests with me, like social policy and food security. I was struck by how warm the interaction was, and walking around the building felt so welcoming. I realized that I wanted to be in Seattle long-term, and having the alumni network and strong professor connections was really important to me. 

Maddie, what was your experience like as an MPA student, and what advice do you have for Audrey as she navigates her own journey at Evans? 

Maddie: My experience was quite different from Audrey’s because I went during COVID. The majority of my MPA program was remote learning, which, honestly, changed the experience. The professors did their best, and leadership had to make a lot of tough decisions about whether we could come back in person. But even though it was challenging, it bonded our class in a special way. I remember studying on my front porch with my friend Liz, bundled up in 30-degree weather with gloves and hot chocolate while studying for econ—it was certainly a different experience. 

My advice to Audrey is to take advantage of all the job opportunities, even short-term ones, that come your way. I was able to work three different jobs in the winter quarter because the program was remote. I worked for the Milgard Women’s Initiative, did data analysis for North Seattle Community College, and working with Stephen Page and fellow Evans students for the City of Sultan on their downtown revitalization project. Working for-the City of Sultan and completing my capstone with Team Read, solidified that I want to continue supporting the public and nonprofit sector through consulting. I’ve worked for BERK Consulting for two years now, and I love that on such a wide range of projects.  

Audrey, how does it feel to follow in your sister’s footsteps at Evans? Has her experience shaped or influenced your own? 

Audrey: On one hand, it feels like I’m following my sister around in this world, but the cool thing is that we have very different interests and strengths. Maddie is great at managing people and community engagement, whereas I enjoy working more with numbers and data. So even though we’re in the same program, we’ll probably have very different concentrations. But so far, I’ve found it really helpful having Maddie there. She’s helped me navigate classes she liked and connected me with professors. She’s good at taking advantage of opportunities, and I sometimes need a little ‘big sister’ reminder to be proactive and make the most out of my time here. 

Are there any shared values or passions that led both of you to pursue public service and policy? 

Maddie: We were both really influenced by our mom, who was the main breadwinner in our family and worked for Microsoft Philanthropy for many years. She showed us that it’s possible to pursue a career aligned with your values and passion. Growing up with that example made us realize that we can both make a difference while doing something we care deeply about. I got my start at a nonprofit focused on getting young people active in democracy and social justice. That’s where I discovered my passion for registering people to vote and talking about the importance of politics at the local level. After a couple of years, I realized I wanted to have more of an impact at the policy level, so I came to Evans. 

Audrey: We share a desire to use our unique skills and privileges for the common good. Growing up in the Jewish community, the value of helping others and the community was ingrained in us from a young age. I think that’s what drives both of us to pursue public service and policy—we want to make a tangible difference in people’s lives. 

Looking ahead, how do you see the impact of your Evans education shaping your professional goals and shared commitment to making a difference? 

Maddie: What’s great about Evans is the flexibility—it doesn’t matter where you end up, as long as you make use of the professors, job opportunities, and connections. It can be a challenge to decide your path because Evans prepares you for so many different roles, but if you leverage the community, the sky’s the limit. 

Audrey: The classes and professors I’ve met so far have already challenged my narrow view of what I thought I wanted to do. I came in focused on health policy and data analysis, but after taking Sharon Kioko’s financial management course, I’m starting to realize how important it is to understand how money moves through organizations. It’s pushing me to expand my skills and see how they apply in the real world. I have no idea where I’ll end up after my two years here, but I know I’ll have transferable skills that will help me in any field. And the alumni network is a huge asset for my future. 

Maddie: Exactly, Audrey! Like you said, it’s the transferable skills that matter. At BERK, I’ve worked on such a wide variety of projects—from the Pike Place Market Master Plan to a Senior Needs Assessment for the Anacortes Senior Activity Center. It’s not about being an expert in everything but about using your problem-solving skills and communication abilities to tackle challenges. I got to hone those skills at Evans and use them every day in consulting.

Alumni Spotlight: Allie Tripp, MPA ’15

We recently connected with Evans alum Allie Trip, who just published, The 500 Hidden Secrets of Seattle. She shared her journey from AmericaCorps VISTA to Evans where she focused on nonprofit strategy. After graduation she found her way to the Washington Trails Association and becoming an author.

What inspired you to pursue a career in public service?

I wouldn’t say there was a singular moment that inspired me to go into public service but an accumulation of family and lived experiences. My privileged upbringing insulated me from much of the hardships of life in America, though my parents ensured I didn’t take for granted (or ignore) that privilege and encouraged me to consider my impact on the world at large as much as any other criteria when considering potential life paths. Throughout all four years of undergrad, I was a part of a volunteer program where I tutored middle and high school students once a week. The week-to-week experiences were immensely enjoyable, but I was challenged by how the program was managed and the students were treated and by the time I was a senior, I was interested in being a contributor to better managed mission-driven work after graduation.

What brought you to the Evans School?

I spent several years after undergrad as an AmeriCorps VISTA at a nonprofit in Boston. It was a great place to work as a young professional, dedicated to empowering young people through outdoor sports and leadership, and just small enough that I was welcomed in rooms where strategic decisions were discussed. I realized quickly that, while my liberal arts degree had given me great perspective, I didn’t quite have the language or formal training in program strategy, budgets, or program evaluation that I would need if I was to achieve my hopes of making a difference in my community through my work. As someone who had grown up in various locations along the eastern seaboard, I wanted to apply to graduate schools on the west coast for a change of scenery. I visited the Evans School while in Seattle visiting a friend and immediately fell in love with the UW campus (and Seattle as a whole). I was excited about the school’s dedicated nonprofit management courses and spent the next several months crossing my fingers that I would get in.

Can you talk about your professional journey since graduation and how your MPA helped you get there?

Figuring out how to live in Seattle on a nonprofit salary, saddled with student loan debt, is not for the faint at heart. I had a meticulous job search methodology following graduation from the Evans School and a limited window to land my dream job (in nonprofit strategy). When that time ran out, I opened up my search criteria to roles that were more fundraising-focused, an area in which I had a lot of experience thanks to my time as a VISTA and one of the part-time jobs I held while at Evans. I was thrilled to be hired at Washington Trails Association in September 2015 as their Annual Fund & Events Manager. I spent 2.5 years at the rapidly growing organization supporting their seasonal fundraising campaigns, corporate partnerships and events, while finding additional professional development opportunities within that work (and external to it) to flex my MPA muscles. I also spent a lot of time continuing to invest in my professional network and the nonprofit sector as a whole, as a board member of the Young Nonprofit Professionals Network of Seattle.

When the organization created a new position dedicated to cross-functional strategic planning and coordination, I jumped at the chance to make the move. I’ve now spent almost 6 years as Strategic Initiatives Senior Manager, and I couldn’t be happier to have a role that touches every corner of our work on behalf of all who love the outdoors. I still refer back to lessons learned from the Evans School on a regular basis, in particular the management curriculum, policy analysis, and program evaluation.

You’ve just published a book on hidden Seattle. As a transplant, what made you stay and how did that influence your book?

While Seattle itself (and the physical beauty of the surrounding landscapes) played a huge role in my decision to seek employment after Evans here, I would actually say it is the community that the Evans School gave me that played a larger role in my decision to stay. I continue to be deeply connected to individuals I met through my MPA and am really proud to see what they all are accomplishing out in the world almost 9 years after we graduated.

As for the book, in addition to my love of time spent outdoors, I also love to travel. Nothing (in my opinion) can make a bigger difference in enjoying a new destination than a personal recommendation from someone who loves that place. The chance to help shape someone’s experience for the better while they visit Seattle through my book was a truly exciting one. I even applied some MPA skills (criteria selection is important in all aspects of life!) when selecting places to feature in the book.

What’s one hidden place in Seattle that you’d recommend to a newly arrived MPA student?

Given that West Seattle is home to roughly 1/6th of Seattle’s population, calling it a hidden secret would be pretty funny. But, for new Seattle residents (especially UW-based ones!) I think it can be an overlooked area. Riding the water taxi to West Seattle is an affordable and fun way to get out on the water. Rent a kayak on the other side or enjoy a drink and great eats at Marination Mai Kai. Free shuttles can also take you on to the heart of the West Seattle Junction neighborhood or the fun beach vibes of Alki. You can find these and many more ideas in my book, The 500 Hidden Secrets of Seattle, available online and at many great local bookstores like Elliott Bay Book Company on Capitol Hill (another must-visit for new Seattle residents). I also wouldn’t be doing my job if I didn’t encourage all newly arrived MPA students to download WTA’s app, Trailblazer, to help them find their first of many favorite hikes in Seattle and Washington at large!

From Isolation to Connection: Lockdown Relationships Inspire New Professional Network

2020 was not the easiest year to begin a career as an elected official, but that’s the situation Vanessa Kritzer (MPA ‘17) found herself in as a newly elected member of the Redmond City Council.  “It was a challenging time – navigating this new role via virtual council meetings and facing multiple complex policy and budgeting issues. I started reaching out to other leaders that I respected to get a sense of how they were approaching it, and Janice Zahn was at the top of my list,” shared Kritzer. The two met a few years prior while Kritzer was still a student at the Evans School and serving on the National Women’s Political Caucus of Washington Board and connected over their shared Evans School experience.  

When Kritzer reached out during the early days of the pandemic, Zahn (EMPA ‘12) had already served on the Bellevue City Council for a few years and had begun a three-year term on the King County Board of Health in January 2020. “I was more than happy to connect with Vanessa and support her in this journey,” shared Zahn, who faced similar challenges of moving into lockdown and leading through the public health crisis. “I think back on this time and wonder, what could have been possible if I was able to dial into the Evans School to navigate this uncharted territory?” She recalled how her EMPA cohort was thirsty to continue working together after graduation in 2012 and self-organized “salons” around different topics – from public safety to affordable housing – to help springboard the work that they were each trying to advance.  

Kritzer and Zahn have kept in touch over the years – through the ups and downs of public leadership and reelection campaigns. Now, they’re thinking bigger about what’s possible. The two have come together with support from the Evans School team to launch the Evans in Government Network. The goal is to build a community of Evans Alumni who are working as government staff or elected officials to strengthen professional ties, support one another in addressing the pressing issues of today, and expand pathways to public service by connecting with the next generation of leaders. “I’m thrilled to create a space where we can come together and think about the most wicked problems we want to solve – and how we can work on innovative solutions that cut across cities, counties, and state policies,” shared Kritzer.

Alumni Spotlight: Channing Nesbit, MPA ’20

We recently connected with Evans alum Channing Nesbit, who shared about his path from student-athlete on the Husky baseball team to pursuing an MPA at Evans. He also shared about his journey after Evans to the tech social impact sector, and more recently, to the Venture Capital space with Salesforce Ventures and how his experience at Evans has shaped his commitment to equity.

Describe your journey towards pursuing your degree at Evans. What inspired you to pursue a career in public service?

Towards the end of my time on the UW baseball team, it became clear that I would not be able to pursue baseball as a career and I began considering what was next for me. Although I had two great internships at King County (thank you Leesa Manion!!), I realized I wasn’t 100% sold on going to law school.  

Around this time, I took Dorothy Bullitt’s Leadership class in 2017 and she ended up becoming a mentor and has since remained a great friend. We would often talk about politics, civic engagement, public policy and what it would mean to operate across all of these spaces. She encouraged me to look deeply at the Evans School program and as I did, I started shifting academic focus towards economic policy and opportunity building. Along with this shift, my long-standing interest in social impact and my desire to serve within my community is what ultimately led me to commit to Evans. The Evans curriculum centered around themes addressing systemic issues that have led to the degree of economic disparity we see today – this shaped my focus on how I can help close this gap to serve communities long-term.  

Describe your journey to the work you’re currently doing and how your MPA helped you get there. 

The journey started with my Evans internship, which focused on social impact with Tableau and Tableau Foundation. This internship gave me experience in grantmaking, project/program management, and an understanding of technology for good that allowed me to learn and grow as a professional and leader. I joined Tableau Foundation after graduating from Evans. Much of my work focused on partnering and collaborating with organizations that were heavily focused on combating issues that spurred the beginning of the 2020s, such as racial, economic, and educational equality, and criminal justice.

After a few years of growth and organizational changes, I pivoted and wanted to learn and work more closely in the impact investing space. Impact investing focuses on providing avenues for directing capital towards efforts and innovation that provide benefits for larger society through efforts in sustainability, climate, education, and economic opportunity building, especially at scale. This is an industry and space that I believe will play a pivotal role in society going forward by helping to provide a sustainable and equitable future for all.  

I understand that my current role with Salesforce Ventures may not be a typical role where most folks with an MPA may find themselves. But I find it fascinating, especially given the AI innovation we’re seeing. Understanding how these monumental developments will need to be regulated, made accessible, and ultimately used for good is a huge focus for our team and Salesforce at large and something that evolves daily.  

You were involved in leading efforts in student interest groups like the Black Student Athlete Group and EPOC (Evans People of Color). Can you share more about your experiences being a part of these groups as a student? 

Along with other student-athletes, I was a part of starting the Black Student Athlete Group during my time in undergrad, and it’s great to see it is still thriving at UW. As a grad student, I was drawn to fellow classmates who were also passionate about demonstrating a commitment to diversity through our work and leadership on campus, and that led me to become a part of Evans People of Color (E-POC). 

As a member of E-POC, I was able to play a part in helping to organize the UW Evans School Coalition Summit on Race and Equity. It was exciting and energizing to see our community come together to discuss tangible policy and community solutions to the critical issues we’d learned about at Evans and were watching play out in real time. The Summit provided an opportunity for us to learn from experts in the field, share our own experiences, and network with leaders focused on addressing the racial, economic, and educational disparities being perpetuated throughout communities. It was great getting to collaborate with my fellow classmates and see many of their respective lights shine through their leadership, and it seemed to foreshadow of a lot of the amazing work that Evans folks are pursuing today.

The Evans School’s values are equity, courage, and service. In what ways have these values shaped your time as a student?

In general – these are all values that are core to how I aim to show up in everything I do, and have kept me inspired and energized as I wake up every morning. Through the early stages of my career, my role was specifically focused on working with organizations across the country whose missions centered around these themes and more. During my time with Tableau Foundation, we were focused on building and expanding the equitable use of data/data tools. This framed our partnerships with organizations, who were on the ground working with communities to combat injustice and inequity. My time at Evans prepared me to look at every part of my work through the lens of equity, courage, and service. Regardless of what rooms I enter or paths that I will navigate through my life and career, equity, courage, and service are a part of the few constants that I hope will always shine through my actions and energy.

Student Spotlight: Davon Thomas MPA ’23

We recently had the opportunity to connect with soon-to-be MPA graduate Davon Thomas. In addition to years of student leadership as an undergraduate and graduate student, he has participated in civic leadership programs such as Washington Student Achievement Council and Institute for a Democratic Future. We asked Davon about his path to Evans, his memorable experiences as a student, and his aspirations to make an impact for communities of color.

Describe your journey towards pursuing your degree at Evans. What inspired you to pursue a career in public service?

Growing up, my father was in and out of prison. Like many Black men, he is a victim of a system designed to determine your life expectancy by your zip code. As a Black man in America, I have always cared deeply about righting the injustices my father and many others have faced. I can’t make excuses for him, but I can recognize that when you grow up in an underfunded and overpoliced community, your future and life opportunities are bleak. My journey to the policy world and Evans is about justice for those suffering under oppressive systems. I want to utilize the tools here at Evans to create a brighter future for communities of color.

Evans School is preparing to welcome the 2023 cohort of the Junior Summer Institute to campus. You were involved with JSI as an undergraduate student: could you share more about your time with JSI and the impact it made on your academic career and goals?

In 2019, I attended the JSI program at the Ford School of Public Policy at the University of Michigan. Prior to this, I had no intention of attending graduate school. JSI was an opportunity for me to see what the experience would look like and I thrived there. I took graduate-level policy, economics, and statistics courses. After the program was done, I knew I wanted to attend graduate school. JSI gave students from underrepresented backgrounds an experience like no other. We had students, staff, and faculty push us to be our best selves during this program. Now, most of the classmates in my JSI cohort have already or are currently pursuing their MPA.

The Evans School’s values are equity, courage, and service. In what ways have these values shaped your time as a student?

In January 2022, three months after moving to Seattle, I was appointed by Governor Jay Inslee to the Washington Student Achievement Council (WSAC). WSAC is a state agency tasked with raising educational attainment throughout the state and I continue to have the privilege of representing graduate students on council. I get to work on issues such as retention and recruitment, telehealth for students, and increased funding for students. Without the reputation of the Evans School’s commitment to equity, courage, and service, I felt that this appointment would not have happened.

You serve in leadership on the Graduate and Professional Student Senate (GPSS). Could you share more about your role with GPSS and how the Evans School has shaped that work?

I am the Vice President of Internal Affairs for the Graduate and Professional Student Senate (GPSS), which serves as the representative body for graduate students at the UW. In my role, I am responsible for event planning for graduate students across campus and for hiring GPSS staff. In a post-COVID world, it’s very important for students to have events to attend and opportunities to relax. I served as the vice president and president of my student body as an undergraduate, and I’ve continued in student leadership as a graduate student at Evans. Those who join student government do so because it’s a service and at the root of my heart is service. I love this work and I’m grateful I get to serve my fellow students in this capacity.

In addition to your role with GPSS, you’ve also recently returned from a week-long trip in Washington D.C. as part of the class of the Institute for a Democratic Future (IDF). Could you share more about your time with IDF?

Throughout the year, our cohort has spent ten intensive weekends meeting with leaders across Washington state, including local, state, federal, and native elected officials. Recently, we spent one full week in D.C. to meet with Democratic stakeholders, think tanks focusing on Arab American policy relations, and other leaders. This program has enlightened me on the issues impacting our own state. Policy in Washington is centered around Seattle and other major urban hubs, but having the opportunity to explore Eastern Washington and other rural areas reminded me why I went to graduate school in the first place – to improve the quality of life for underfunded and underrepresented communities. My north star, my heart, and my life are all rooted in service and I’m grateful to have participated in a program that aligns with my values.

What is the impact that you hope to leave as alumni of Evans and as you embark on your career journey?

I hope my impact is one of resilience and community. Graduate school has its trials and tribulations. There were more times than not when I wanted to drop out. However, I found a community here that pushed me to be better and do better. You might enter graduate school as an individual, but you leave here with a community. I’m better off for it.

Alumni Spotlight: From Waste Research to Climate Policy Change, Nicolás Díaz Huarnez, MPA ‘20

We had the opportunity to connect with Nicolás Díaz Huarnez, MPA ‘20. As a student, Nicolás supported research for Zero Waste Washington, which led to the passage of the 2022 Organics Management Law in Washington state We chatted with Nicolás about his experience at the Evans School, the work his are currently doing in Chile, and his passion for waste management and its connections to climate change. His current role is with Global Methane Hub as a Project Manager for the Waste and Circular Economy Program. The hub is a global philanthropic effort to address methane emissions in alignment with the Global Methane Pledge which has been subscribed by more than 160 countries to reduce methane emissions globally by 30% by 2030, compared to 2020 emissions.

Can you tell us a bit about yourself? What led you to pursue your degree at the Evans School?

Before coming to the Evans School, I wanted to connect science and policy for addressing climate change. I was accepted into the Fulbright program and chose to go to Evans because of its strengths in the environmental policy courses Seattle and Washington state are also very inspiring places to live and to work on environmental policy. 

Climate change is one of the most pressing threats to governments and people’s livelihoods. I have been working to connect efforts from policy, science, and from everything that’s been done in practice to overcome climate change, and, with time, I have deepened my focus to address the challenges posed by the management of waste.

While you were at Evans, you were involved in a research effort that led to the passage of the 2022 Organics Management Law in Washington state. Can you share a bit more background about your involvement in this cause? How did your Evans education inform and contribute to your approach to this work?

At Evans, I applied to The Cynthia L. and David S. Harrison Endowed Fellowship for Environmental Policy and was selected to take part as an intern with Zero Waste Washington. They do amazing work—it was a very good match for my interests, and they needed someone to focus on organizing a lot of data to assess the landscape of segregated waste collection and drop-off programs across the state and develop a report on this. In addition to the environmental policy concentration, I also took classes on quantitative analysis, and I ended up combining the work from those courses with the project at Zero Waste Washington. 

It wasn’t easy to do an analysis of all jurisdictions across Washington state. I remember looking at more than 300 jurisdictions, so it was very detailed work. This project allowed me to understand the complexity of setting goals at the state level and the implementation at local jurisdictions. This process was a good learning experience of how challenging it can be to align efforts on a larger scale.  

Because of the pandemic, I had to return to Chile with my wife and our two kids. I had just finished up my studies, but I reconnected with Zero Waste Washington before coming back to Chile and joined on to support a follow-up report that was much more focused on organics. 

This second report was very detailed, too, and it contributed to the 2022 Organics Management Law that Washington passed (HB 1799). We worked with data from the State Department of Ecology and conducted more than 60 interviews with representatives of the public and private waste sector across the state. This was a great combination of what I learned at Evans in terms of understanding the policy process in the U.S. it is very different from my background here in Chile. I think this work was needed to push decision makers across the state to rethink the way it was targeting and dealing with compost and to share the experience from all the advancements that the City of Seattle was leading by then. We were showing what was required to take this big step at the state level given its climate commitments.  

This law is great for Washington state, and we really need to address organics everywhere. I hope this work can permeate the rest of the country and beyond. We need this type of legislation now since we don’t have 100 years to address climate change but less than a decade to avoid its worst consequences.

The Evans School’s values are equity, courage and service. In what ways are these values part of the work you have done and continue doing?

It takes courage just to talk about climate change. Standing and speaking and doing something about itand in the case of policy makers and everyone that works on public issues, it takes courage and commitment to work towards those types of targets and goals. 

Equity is a cornerstone of what we are doing because you cannot think about waste or emissions without thinking about justice or development or human rights, especially in the waste landscape. It is important because you are talking about people that are exposed to the burden of society because of historical inequities. It is an integral part of whatever you are working on from a public policy lens.  

When you come in against these challenges from a public standpoint, you have to believe in what you are doing and be consistent. Although it can be hard sometimes to stay consistent, it’s about being mindful of what you are trying to address through your work, and the way that this work relates to what you are doing as a citizen, as a person, and, in my case, as a father when considering the inter-generational implications of climate change. 

I’m very happy to know that this is being highlighted as part of Evans’ alumni profiles, because it is critical. When you try to advance this type of agenda, you really need to commit to the values, too.

Could you share some resources that inspire you, either personally or professionally?

I follow the Freakonomics podcast. It’s very interesting because it’s not only economics, but it also covers how policy intersects with common problems that you find on a daily basis.  

For everyone working on climate, please go and read the most recent IPCC report. Also try to connect with the people that are organizing around where you are. Get to know not only what’s being thought about and done on the global landscape, but also at the local level.  

It’s always important to connect with different opinions to challenge your potential biases and explore new approaches. It can give you a more complete idea of what the challenges and the problems are. And continue to grow as a person, because I think that’s a key part of understanding your place in the world. In Chile we have a saying “who looks for something finds it.” I use that advice all the time. 

Climate Justice and Policy Implications: A Q&A with Sameer Ranade (MPA ’12)

We recently sat down with Sameer Ranade, MPA Alumnus 2012, to learn more about his path in the space of Climate Justice. Sameer brings passion and policy know-how to one of our world’s most pressing issues from grassroots advocacy in Washington State to his current role as the Climate Justice Advisor at the New York State Energy Research and Development Authority. [Interview edited for length and clarity.]

Looking back on your time as an Evans student, what memorable experiences stand out to you? How does your Evans education inform and contribute to how you approach your work and life today? 

Evans is where I came to truly appreciate what it meant to be an agency administrator responsible for delivering public value. It formed the foundation of my knowledge to solve environmental problems through policy, internal and external facing human relations, and critical and strategic thinking.   

I maximized the value of my internships and the experience validated and augmented my Evans curriculum. I was a summer intern at the American Wind Energy Association (AWEA) in DC and then chose to stay in DC for the Autumn Quarter after receiving an unexpected internship offer from the White House Council on Environmental Quality, which I did along with a part-time finance internship for Senator John Kerry’s election campaign. While my position with Kerry wasn’t policy focused, it was fitting I got to work for him while he was the lead Senate author of the American Power Act, an economy wide climate bill. I wrote a paper on it in my climate and energy policy course the previous spring quarter. That course was invaluable in teaching me about emissions mitigation policy, including renewable energy standards, which I then worked on advocating for at AWEA.  

My economics teacher was extremely passionate about climate change. I recall one instance where he let me speak in front of the class on the combined power of President Obama’s recently enacted stimulus and the Waxman Markey bill to grow a prosperous green economy. In addition, my public sector financing class gave me a terrific understanding of the accounting structures and budget management techniques for entities to wisely steward public dollars.  

Lastly, as an advocate, it’s key to understand the policy avenues available to advance your cause. My Environmental Policy Process course exposed me to three available avenues–judicial, legislative, and regulatory bodies. The relevance of each was clear when I worked on the bills that failed to pass Congress as an intern at AWEA. Subsequently, I supported the Obama Administration’s response to this failure. The range of my Evans experience also taught me that well designed regulations can spur innovation and lower compliance costs, and theoretically strengthen their case in court. And investments in emissions mitigation can also reduce those costs and accelerate the cycle of innovation. 

Can you share a bit about your current work and what you’re most excited about? 

There’s a lot to be excited about. At the top is the implementation of New York’s Climate Leadership and Community Protection Act (CLCPA), the justice provisions of which my job was created to support. New York State is poised to cap greenhouse gases (GHGs) and implement a suite of clean air regulations and investments in clean energy and climate resilient infrastructure. Through pioneering equitable public involvement processes, these will be shaped by meaningful input from communities that bear the greatest climate burdens – as measured on a holistic basis that accounts for the social determinants of health. This will serve as an advanced policy toolkit for eliminating GHGs and creating an adequate standard of living for all in the process. It will address injustice across core social and physical dimensions such as race, wealth, gender, age, and geography. I have a major role in this by helping New York State in creating the Scoping Plan to achieve the CLCPA’s goal of building a carbon neutral economy by 2050 through a lens of justice.  

My work is spread out across the spectrum of the numerous facets of the CLCPA. I help inform the design of the State carbon reduction, green workforce, and climate resilience programs and community engagement strategies so they are accessible. I facilitate input into the Scoping Plan from members of the Climate Justice Working Group – a critical advisory body of climate justice organizations whose main task is to develop the criteria for the State to prioritize its investments and regulations under the CLCPA to achieve maximum social benefit. I do a lot of community presentations and relationship building, which to date has been to encourage the public to comment on the criteria the Working Group is developing and the draft of the Scoping Plan that will be finalized at the end of this year.  

I’m excited for the work ahead to implement the Plan and create a climate justice model, particularly through how it will give a greater voice to communities overburdened by pollution and poverty. I’m also eager to engage the public on the Plan’s contents and illustrate how it will broadly benefit all of us and specifically create social equity. This effort will contribute to social cohesion and bridge divides because it will be realized through collaboration and recognizing our common bond of humanity and that we live in a world of abundance and joy when we all look out for one another.  

The Evans School’s values are equity, courage, and service. In what ways are these values part of your work?  

Equity can exist in multiple forms. Foremost, it’s about being conscious of my own biases, power, and privilege and striving to make authentic connections and treating everyone with respect. My climate policy work involves accounting for social and economic marginalization in policy regarding access to infrastructure, education, and public involvement opportunities.  

Service is about advancing the welfare of humanity, which the Evans nonprofit and public sector focus trained me for. The desire to serve has always run strong in me. A key example of that was my campaign for an open Washington State House seat in 2016 on a climate justice platform. I devoted significant time to talking with voters 1:1 by door knocking and raised money from small dollar donors. Although I was not elected, I believe my campaign contributed to an engaged electorate and made the case for equitable campaign finance laws–both of which are crucial for the egalitarian society I seek.  

Courage is speaking truth to power and striving to find a fair equilibrium among a broad range of stakeholders across a breadth of power and perspectives. Climate justice practitioners must bring everyone to the table and thus build honest and meaningful relationships with people across the spectrum of values and beliefs. The outcome is for everyone to feel encouraged by the vision of a thriving and just green economy and appreciate the need to find consensus and act with compassion so that we can achieve solutions that are both equitable and durable. It takes courage to endeavor to make the world a better place. I’m blessed with the education and employment opportunities in which I can continuously practice and develop the courage to do that and meet inspirational people along the journey.

Alumni Spotlight: Helping Change the Future of Colorado’s Healthcare, Hannah Sieben, MPA ’21

After finishing her MPA in 2021, Hannah Sieben returned to her home state of Colorado, where she is using her experience and the skills she gained at the Evans School for the public good. In her current work as a Policy Analyst with Connect for Health Colorado, Hannah is working to create greater public health care access for all Coloradans.

Can you tell us a little about yourself?

The week that I graduated from Evans, I moved back to Colorado, adopted a puppy (Fig! 7 lbs of chihuahua/terrier perfection!), and started a new job. I love being in Colorado; my whole family is here, the mountains and sunshine are a great combo, and there is so much to see and do. In my free time, I’ve been participating in a Master Composter program (to teach Denverites how to start their own compost pile), reading for fun, and scouring Facebook Marketplace for my next DIY project.

What contributed to your decision to pursue an MPA degree? Was there a defining moment in particular?

After returning from Peace Corps service in Namibia, I worked as a civic engagement program manager at a nonprofit. I helped more than 5,000 high school students register to vote during this time, but I knew that I needed to learn so much more if I wanted to contribute to the vision and direction of an organization instead of just the day-to-day responsibilities if I wanted to have the career I was interested in. Pursuing an MPA seemed like the ideal way to gain experience and practice to complement my policy and legislative interests.

Looking back on your Evans School experience, what stands out as being particularly impactful while you were a student?

I was part of the Covid Cohort, MPA Class of 2021, so more than a year and a half of my time at the Evans School was virtual. While that alone was impactful, it also provided me the opportunity to collaborate with my peers in different ways. I learned so much about working as a team with people you may have never gotten to meet in person before, which has been an asset in my current position. I also served as the Vice President of External Affairs for the Graduate and Professional Student Senate and managed to rope in so many of my Evans peers to help us with our legislative priorities. Together, we passed important legislation to get graduate student representation on the Washington Student Achievement Council. All that to say, I was surrounded by incredibly smart and encouraging people at the Evans School, which gives me a lot of confidence about the future of public policy.

Can you share about where you work and your current role?

I’m currently working at Connect for Health Colorado, the official Marketplace for health insurance in Colorado, as a policy analyst. We are technically a non-profit but are really a quasi-governmental organization that implements the Affordable Care Act. I provide a wide range of research and support on policy and legislative issues, including advocacy, education, research, and analysis to help Coloradans get access to more affordable health care.

Can you tell us about some of the work/projects/initiatives you are working on or excited about?

Colorado is truly a leader in the health insurance marketplace space, and it’s been inspiring to be a part of the policy and implementation team at Connect for Health Colorado. One of the most impactful projects I am working on is around providing low-income undocumented Coloradans with state-subsidized health insurance. We are the first state to implement this type of program and much of my research has been around the health needs, barriers to health care access, and the eligibility requirements of our undocumented communities. In 2023, more than 9,000 undocumented people will have affordable, quality health coverage for the first time! It’s amazing to lay the groundwork for other states to implement similar programs and really put our money where our mouth is when talking about equity and inclusion.

Are there any specific skills/tools/learnings from your time at Evans that have been crucial to the work you are doing today?

One of the best things that I was able to practice at Evans was taking complex pieces of information and distilling them into something that non-policy people can understand. I have coworkers who specialize in communications and product development without a public health or policy background, so I use this skill all the time. I am also a confident public speaker, something that I practiced all throughout my time at Evans.

What are 1 or 2 resources (books, articles, podcasts, websites, TEDtalks, etc.) that inspire you personally or professionally?

I recently read Dear America, Notes from an Undocumented Citizen by Jose Antonio Vargas. He later joined my colleagues and me to discuss his book and his organization, “Define American”, and to explain how he thought we could do our work in a better, more inclusive way. Both his book and organization really highlight the diversity and uniqueness of undocumented narratives.

Following a north star rooted in racial equity & anti-racism: A Q&A with Viviana Garza (MPA ’17)

Can you share a bit about the work you are currently doing – as a Women and Minority Owned Business Enterprises Advisor at the SDOT Office of Equity and Economic Inclusion – and what a typical day in your job looks like?

There isn’t a typical day in my job. My work spans multiple fields and areas of expertise and I get to engage with folx in the community as well as public officials and servants. The City of Seattle has a Women and Minority Owned Business Program (WMBE) which is a policy tool for increasing contracting equity within the City’s contracts focusing particularly on women-owned and minority-owned businesses, as those have been recognized as being significantly underutilized and underrepresented within City contracts. I manage and implement the WMBE Program within the Seattle Department of Transportation (SDOT), one of the City’s capital departments. The SDOT Women and Minority Owned Business Enterprises program seeks to eliminate internal barriers through fostering support of women- and minority-owned businesses from within SDOT and also by working externally to get information and resources to those firms.

My role can be at the most basic level categorized in internal engagement, external engagement, and data. I work with folx inside SDOT to improve and create processes and policies to increase equity in our contracts, as well as promote understanding of the WMBE Program and utilization of the tools for increasing that equity as a part of SDOT staff’s everyday work. I also work with community organizations and firms on an individual basis to help them navigate the City procurement process so they can gain access to resources and learn about upcoming anticipated projects to prepare for those opportunities.

To support all these efforts, I need to have a solid understanding of our SDOT spending and where our dollars are going. Therefore, I spend a good amount of time analyzing our data to determine where our typical avenues of spend are and come up with strategies to improve our contracting equity in that vein. I also work with other Departments, agencies, and community organizations through outreach events, taskforces, and other efforts to improve contracting equity throughout the City, County, and State. Priorities change daily and sometimes hourly, so I don’t have a typical day. But an example of one type of day can range from advising an SDOT project’s evaluation panel of experts regarding the prime’s Inclusion Plan, to meeting with a firm new to working with the City, to participating in a general meeting at a community organization, to meeting with an interdepartmental team to discuss policy changes for our Diversity Compliance system.

Every day brings new challenges and new problems to solve, and as long as I have my north star of rooting myself in racial equity and anti-racism, I know where to go.

What do you think the state of your field/organization will be in 2030? What will be the same, and what will be different?

It is hard to even speculate what the state of my organization will be in the upcoming year let alone in ten years, even more so for the field of equity work. I know that we are advancing in our technological abilities which has enabled us to reach individuals and groups that did not have access to our work in the past. That is at the same time bringing further to light the disparities in access that some organizations or people have. What I have seen is there is a greater emphasis on equity work as a whole in organizations, and while I think that is a good sign, I also am skeptical about the true intentions of these organizations – public, private, nonprofit and otherwise. There is a tendency for folx to become excited about something for a certain period of time before the excitement wears away and they turn to other interests. I am hopeful that the prioritization of racial equity, anti-racism, and decolonization will continue with firm roots, rather than empty words and false demonstrations of representation. My hope is that particularly those white folx in positions of power – men and women – can think about whether their actions are supporting, centering, and uplifting the Black and Indigenous folx and other people of color in their organizations, or are they simply following an “ethical business trend.” I am hopeful that more Black, Indigenous, and other people of color will be centered in conversations and that they are not solely called upon when people think about racial equity work.

What is something you have been most proud of, professionally?

I think I am most proud of where the SDOT WMBE program is currently in terms of the allies and interest that the Department has for the WMBE Program. We have had the largest number of WMBE Advocates who learned about our program in our trainings this year than any other, and I have implemented a WMBE Pathfinder award to acknowledge the SDOT staff who have been going above and beyond to help WMBE firms navigate the City’s resources and connect with the firms individually. Honestly, I am also most proud of how non-traditional it was for me to join this department and take on this role. I was a Sr. Strategic Data Analyst supporting this role for 5 months before I became the Interim WMBE Advisor where I learned in a trial by fire all the pieces of the program and work – from presenting to City Council, to putting on major outreach events and training programs, and to meeting with Senior Executives in SDOT, the City and other agencies about policy, strategies and tactics to move the needle for the minority- and women-owned business community. I am proud that I had the resilience to fight for the justness of the work, managing expectations from many different stakeholders, and built relationships, allies, and networks to support the WMBE Program within SDOT and externally. I don’t look for accolades and don’t do well with compliments, but one of the best compliments that I have received was from a leader in the women- and minority-owned business community who spoke honestly and frankly at a recent event and said “I am saying this to you, not just because she is here, but because it is true and I tell others this frequently: Viviana truly is an advocate for the WMBE community, and she truly does care about equity.” Whenever I hear from firms reaching out to me sharing they have heard that I am an advocate, regardless what their question is, to me that is the most I can ask for. If folx in the community are telling each other that I am someone to trust, that means more to me than any award I could ever receive.

UW and the Evans School are committed to Diversity, Equity, and Inclusion. How are you addressing Diversity, Equity, and Inclusion in your work and personal life?

Equity work is not something that I address in my work or personal life. Racial equity, anti-racism, and decolonization are parts of who I am. Since they are parts of me – from my upbringing from a Mexican-American family from Los Angeles who fought against gerrymandering and racism through lawsuits and the different organizations they supported and were a part of such as the Mexican American Legal Defense and Educational Fund (MALDEF), to focusing on integrating diversity and inclusion into my small private mostly white school and attending conferences such as the Chicano Latino Youth Leadership Project – I bring that knowledge and experience to what I do. For me, the personal is political and I don’t see a distinction between myself unlearning racism or learning about how to practice decolonization and integrating that knowledge into the policies and programs I work within at the City of Seattle.

What’s the next skill or knowledge set you want to add to your repertoire?

I recently obtained my Project Management Professional Certification and scored above target. So, I could say that I am now looking to achieve another certification going forward. However, in reality the next skill I would like to add to my repertoire quite honestly is relaxation and the knowledge of my value regardless of my output. I have never been able to relax, but I am learning that the constant desire for excellence and problem-solving is rooted in the racist capitalist idea that if we aren’t constantly improving, then we have no value within this economic system. A valued colleague recently told me that we are allowed to take a breath sometimes to fill ourselves with the peace, calm, and awareness that we can use to progress where we need to go.

Looking back on your Evans School experience, what stands out as the most impactful aspect and why?

The most impactful experience was being a part of the Evans Student Organization. I was able to work with many different stakeholders including my amazing volunteer team, start a number of initiatives including the utilization of students in the faculty hiring process, and engage with policy changes in the curriculum, including navigating the politics of selecting the graduation day speaker – allowing students the ability to protest without repercussion which then gave way to future conversations regarding engaging with graduates prior to the administration deciding on the speaker. We also created a structure that we thought would help future classes stay engaged with the administration, faculty, and students in a helpful way. Those conversations and the diversity of needs that the team had taught me better management skills and that I could be a “part of the system” and work for the community. I could even protest the very system I was a part of and stand by my principles while acknowledging the difficulties that the administration faced to make real changes. This engagement prepared me to be a leader who can go into places and get to the root of problems, lead with racial equity, and even if we don’t get what we want, be able to find ways to strategize to improve the outcomes for ourselves and others going forward.

How does your Evans education impact how you approach your work today?

The education – both formal and informal – I received at Evans taught me how to be an adaptable leader working with many different types of people and learning how to motivate them to a common goal. I learned how to listen to many different points of view and manage stakeholders in a collaborative and constructive way while centering the minoritized and historically ignored and dismissed peoples’ views. I learned about executive leadership, management, stakeholder management, policy creation, and constructive communication at Evans and all of this I bring to my work each day.

Advocating for the underrepresented: A Q&A with Dr. Stephan Blanford (MPA’05)

As the Executive Director for Children’s Alliance, what is one advocacy and policymaking issue for children and families you are most passionate in solving (and why)?

Immediately upon assuming my role this summer, many stakeholders across the state alerted me to the perilous condition of childcare and early learning providers as a result of COVID-19. Since then, I’ve spoken to many members of the Washington Congressional delegation, State Legislators, philanthropists and department heads, trying to inform them how inattention to this issue will have long term consequences for our efforts to improve academic outcomes for all Washington’s children and imperil efforts to restart the state’s economy.

What contributed to your decision to pursue a career in support of the public good? Was there a defining moment in particular?

In all of the papers that I wrote at the Evans School (as well as my subsequent doctoral studies), I was interested in understanding the root causes of the inequities that we see in society, and the most potent strategies that leaders can use to address them. There has been no defining moment for this pursuit, but I frequently think about the emotions I felt while freezing on the National Mall with my family in January 2009, watching the first Obama Inauguration. It motivated me to pursue elective office myself (serving on the Seattle School Board), and has fueled my subsequent work, culminating in this new role.

What do you think the state of your field/organization will be in 2030?  What will be the same, and what will be different?

I suspect that because of this summer’s civil unrest, statewide childhood advocacy organizations will continue to shift their stance towards advocacy for children and families furthest from racial and social justice. For too long, these advocates and the institutions they targeted have pushed policies that did not take into consideration the historic neglect that many communities have faced, and have subsequently exacerbated gaps in outcomes. Hopefully, this is changing, and state legislatures are ready to listen to more racially equitable policy recommendations. I also hope that childhood advocacy organizations will adopt the stance taken by Children’s Alliance that we advocate “with children, families and communities and not for them.”

What is something you have been most proud of, professionally?

I’m probably most proud of my school board service – that I was elected with a record-setting margin of victory in a citywide race, and that I stayed true to my campaign pledge to think about and work on behalf of students who had been least well served by the school district. It meant that I was frequently ostracized by my colleagues and was on the losing end of too many 6-1 votes. But eventually, I was a part of some significant strides made by the district to focus on historically underserved students. It was the most difficult role I’ve ever held, but I feel that my sacrifice resulted in some positive progress.

What is the “GOAT” (greatest of all time) book you’ve read?

I am part of a BIPOC book group studying Ibram Kendi’s “How To Be An Antiracist” and trying to apply its principles to our respective positions of leadership. Given the tumultuous times that we are in, the book has been particularly instructive, challenging and revelatory, and I encourage all Evans School students and alumni to expose themselves and their practices to the concepts of anti-racist leadership in that book and other like it.

Who has been your strongest influence in life? Why?

The example set by my uncle, Staff Sergeant Clifford C. Sims, has been my biggest influence on my professional career. His story is almost unbelievable – after being orphaned and enduring a childhood of profound deprivation, he was drafted and served in Vietnam, where he made the ultimate sacrifice for others, throwing himself on an enemy grenade and saving the lives of many of his troops during a battle in Hue, Vietnam. He was given the highest award that a soldier could receive, the Congressional Medal of Honor, there is a large exhibit in his honor at the National Museum of African American History and Culture in Washington DC, and his example continues to inspire me to work on behalf of others.

If you could give Evans School students one piece of advice, what would it be?

The skills that you will acquire and the talents you can unleash as a result of enrollment in the Evans School are desperately needed in Washington State, the U.S. and the rest of the world. I hope that you never lose sight of the practical application of the theories that you’ve mastered, and how they can (and should be) brought to bear on some of society’s biggest problems.
