
Kari Frame



Christian has dedicated his career to public service and currently serves as the Assistant Dean of Finance and Administration at the Evans School of Public Policy and Governance. In this role, he leads the Finance and HR teams.
Christian has extensive experience in government, having previously served as the Chief Finance and Operating Officer for the King County Department of Community and Human Services, where he oversaw the department’s financial operations. Prior to that, he was the Assistant Commissioner for Finance, Administration, and Services at the New York City Department of Health and Mental Hygiene’s Center for Health Equity and Community Wellness. There, he managed budgets, operations, and health insurance enrollment, expanded programs to address health inequities, and supported community-based investments. During the pandemic, he played a pivotal role in NYC’s emergency response by overseeing vaccine clinics and developing resource management strategies to address COVID-19 health disparities.
Earlier in his career, Christian was the Director of Finance and Administration at the Seattle Department of Transportation, where he managed complex budgets and influenced equitable infrastructure investments. He has also held key roles in New York City government, including Executive Director of Finance at NYC Health + Hospitals Correctional Health Services and Budget Director for the Division of Health Care Access and Improvement at the NYC Department of Health and Mental Hygiene.





As Senior Director of Digital Strategies at the UW Evans School, John brings over a decade of expertise in systems design, program development, and insight communication. Leading a multidisciplinary team, he oversees programs in IT, systems analysis, and instructional design, driving innovative solutions to enhance organizational effectiveness.
Since joining the Evans School in 2015, John has contributed to a variety of critical areas, including admissions, communications, and operations. A double graduate of the University of Washington, he holds both an MPA from the Evans School and an MAIS from the Jackson School of International Studies.
Beyond his professional role, John is passionate about game design, community building, and language learning. Fluent in Arabic, his earlier career centered on international and language education, reflecting his dedication to cross-cultural understanding and connection.
